Prohibitory Order u/s 144 Cr. PC, 1973 vide No. 1411/DCE dated 05.03.2018, has been issued by Shri Prabhakar Verma, IAS, District Magistrate, East, for the Assembly Session of the SLA starting from 6th March, 2018. The Order is issued to ensure smooth proceedings inside the Assembly and to maintain the sanctity and decorum of the House, and to ensure maintenance of law and order in the vicinity of Sikkim Legislative Assembly complex.

The Order prohibits people from assembling in groups outside the Assembly complex in order to prevent any untoward incident which is likely to disrupt or adversely affect the sanctity and decorum of the Assembly and may further lead to disturbance to the public peace and tranquility. 

The Order prohibits in the area falling within 300 meters radius from the outer boundary of the Assembly Secretariat, any assembly of five or more persons sloganeering, shouting, rioting, protesting, staging a dharna or demonstration, picketing, postering, wall writing or carrying out any other activity whatsoever it may be, which may cause disturbance to the public peace and tranquility. 

As per the Order, since the circumstance of the situation do not admit serving of notice in due time upon the persons against whom this order is directed, this order is passed ex-parte. The order shall come into force from 9.00 am on 6th March, 2018 and shall remain in force till the end of sitting or unless withdrawn earlier. 

This Order shall not be applicable in case of law enforcing agencies viz, Magistrates, Police Personnel, Army, CRPF and Para Military Forces and such other persons who are lawfully engaged in the maintenance of law and order.
