The two days session of the 6th Session (Part II) of 9th Assembly was held at the Sikkim Legislative Assembly, Secretariat today. The session was presided over by the Speaker SLA, Shri K.N.Rai. The session started with the administering of Oath or Affirmation to Shri D.R.Thapa, who is recently elected as an MLA in the recently held bye-election from 28-Upper Burtuk Constituency.
After the oath ceremony, the Speaker along with the Chief Minister who is also the Leader of the House Shri Pawan Chamling offered khada to the newly elected MLA followed by other members of the House.
During the session, obituary reference of Late Shri Phigu Tshering Bhutia, Former Member of Sikkim Legislative Assembly also took place. Speaker Shri K.N.Rai in his Obituary reference said that he was aggrieved by the unfortunate demise of Late Shri Phigu Tshering Bhutia, a member of the first Sikkim Legislative Assembly. He had been one of the pioneers for democracy in Sikkim and was elected as a representative of the Sikkim National Congress Party in 1974 from Rumtek Constituency. After one term as a legislator he retired from active politics. He breathed his last on 23rd of March, 2017 after a prolonged illness and is survived by his wife, two sons and two daughters.
The Leader of the House in his obituary reference to Late Shri Phigu Tshering Bhutia said he was born on 25th December, 1949 at Tumin, East Sikkim to Late Shri Sonam Palzor and Late Smt Chumgey Bhutia. He did his schooling from Samdong Senior Secondary School and graduated from North Point College, Darjeeling. In 1972 under the leadership of the first Chief Minister of Sikkim, Late Shri Kazi Lhendup Dorji Khangsarpa, he started visiting various places in the state propagating the ideas of democracy. He added that for his hard work and dedication, Late Shri Phigu Tshering was given the responsibility to contest elections from Rumtek Constituency. He was elected as a representative of the Sikkim National Congress Party in 1974 from Rumtek Constituency thereby becoming the people’s representative at the age of 25. Mentioning further, the Leader of the House said that at the age of 27, Late Shri Phigu Tshering became a member of the Sikkim Legislative Assembly. He later joined the Rising Sun Party and subsequently the Sikkim Democratic Front. Late Shri Phigu Tshering served as the Chairman of Estimates Committee, Chairman of Public Accounts Committee, Chairman of Sikkim Transport Corporation and Chairman of State Bank of Sikkim. The House also extended its profound sorrow and heartfelt condolences to the bereaved family.
Member of the House, Shri Kunga Nima Lepcha also participated in the obituary reference of Late Shri Phigu Tshering Bhutia.
In the Legislative Business, two Amendment Bills and one Bill were introduced in the House. The first Amendment Bill was the Sikkim Official Languages (Amendment) Bill, Bill No. 8 of 2017 which was introduced by Shri Pawan Chamling, the Chief Minister and also the Minister-in-Charge of the Department of Personnel and the Administrative Reforms, Government of Sikkim.
The second Bill introduced was the Sikkim Goods And Services Tax Bill, Bill No. 9 of 2017 by Shri Pawan Chamling, the Chief Minister and also the Minister-in-Charge of Finance, Revenue and Expenditure Department, Government of Sikkim.
The third Bill introduced was an Amendment Bill which was the Sikkim Panchayat (Amendment) Bill, Bill No. 10 of 2017 by Shri Pawan Chamling, the Chief Minister and also the Leader of the House.
Discussion and voting of these Bills will be taken up on 25th May, 2017.
