“Civil Services Day”

Gangtok, 21 April:  (IPR) Every year, on the 21st of April, “Civil Services Day” is observed throughout the country to re-dedicate and re-commit ourselves to the cause of the people.
 
Sikkim also observed the Civil Services Day in a function organized by the Department of Personnel, Administrative Reforms, Training and Public Grievances at Manan Kendra here in the capital today.
 
The Minister for Energy & Power and Labour Department Shri D.D.Bhutia graced the occasion as the Chief Guest, along with his cabinet colleague, Minister for Agriculture, Horticulture and Food Security Department Shri Somnath Poudyal, and Chief Administrator Government of Sikkim Smt R.Ongmu.
 
Speaking on the occasion Minister Shri D.D.Bhutia stated that today is the day that all officers across the State should redirect themselves towards the service of Sikkim. It is organized every year at the National level in New Delhi as well as in our State Sikkim. This is the day when the contribution of the Civil Servants of the nations building is acknowledged and they are provided with the opportunity to respect and rededicate themselves to the cause of common man and to re -commit themselves to the public services, he said.
 
The day also marks the first historical address by Sardar Vallabh Bhai Patel to the first batch of Civil Servants as the ‘Steel Frame of India’, in 1947 at New Delhi. It is a well acknowledged act that the Civil Servants had a tremendous role which took in the administrative sections of India, he added.
 
He also stressed on the responsibility and execution of the programs and policies of the union and state government where the success of the government depends to a large extent on a capabilities and dedications of these Civil Servants.
 
He also said that the day is recognized as a path breaking initiative for the Civil Servants as they are recognized and honored institutionally and individually by the Prime Minister Award. Sikkim was fortunate to receive the award last year for the Swachh Bharat Abhiyan. And this year also our Public Servants will be acknowledged at the national level for their efforts on identified areas of service, he added.
 
He also urged the civil servants to work uncompromisingly towards the realization of making Sikkim a ‘Dream State’ and also to contribute in their respective areas of work to the best of their ability so that the benefit of their collective efforts goes directly to the public.
 
He concluded by saying that “on this day let us remember that we  all are  Public Servants and  Common People are our masters and we are here to serve them”.
 
Earlier, some of the unique and path-breaking initiatives of various departments of the State Government were showcased through power point presentations by officers of the concerned departments.
Additional Chief Secretary / HRDD Shri G.P. Upadhyay, IAS, presented on Sikkim e-Education Infosys. He highlighted some of the key initiatives and the future endeavours of the department under the scheme.
Likewise, Additional Secretary MGNREGA, RMDD, Smt Sarika Pradhan made a power point presentation highlighting the good practices under MGNREGA and Dhara Vikash and other rural development programmes under the department.
 Shri Tushar Nikhare, IAS, ADC South, made a presentation on Best Practices of South Sikkim. Among the schemes he presented were Each Friday Field Day, DAAV, and Each SaturdayCounselling Day as Best Practices.  
 Similarly, Superintendent of Police South Shri Tenzing Lhoden Lepcha made a brief presentation on Mission Jyoti:  Flame of Fearlessness. The scheme is about spreading the light of fearlessness among children so that they can free themselves from fear and darkness.  
 Earlier the inaugural address was delivered by Shri S.C. Gupta, Additional Chief Secretary wherein he talked about the roles and responsibilities of a Civil Servant. He spoke about the contribution of civil service in the formation of modern India. He further stated that civil service in India has been instrumental in providing a common thread which binds the administrative setup of the country in one being and unifies the entire country in one functioning administrative unit.
The programme concluded with the vote of thanks proposed by Commissioner-cum-Secretary DOPART Shri T. Gelek.
